General Conditions of Approval for
Filming in Areas Under Council's Control

  1. The applicant shall comply with any direction of Council and Council reserves the right to refuse or limit any activity associated with filming if, in its opinion, the activity is likely to give rise to damage, danger or nuisance or is not in the City's interest.

  2. Where necessary, the proposed arrangements must meet with the approval of the Police Department.

  3. The applicant shall arrange an insurance of $20 million to cover any loss, damage, accident or injury of whatsoever nature or kind and howsoever sustained or occasioned, and whether to property or persons arising directly or indirectly from the use or occupation of the Council's property by the applicant, its agents, servants or invitees or contractors and this must be sighted by the Group Manager Operations prior to the filming taking place.

  4. The safe and convenient movement of pedestrian and vehicular traffic shall not be unduly impeded.

  5. The applicant shall make every endeavour to reduce any inconvenience that may be caused to local residents and/or adjoining business premises; residents and occupants of properties within the area affected by the filming activities shall have the right of unrestricted access at all times.

  6. The applicant must notify residents of properties adjacent to the location of filming or where residents may be impacted upon in some way, such notification to include a letterbox drop.

  7. No filming in residential streets, or in a park or reserve immediately adjoining a residential area shall be permitted after 8.00pm Monday to Saturday or after 6.00pm on Sundays; and in commercial areas all activity must cease by midnight Monday to Saturday and by 8.00pm on Sundays. Filming and associated activity may commence at 7.00am each day.

  8. Where approval is sought to film outside these time constraints, the applicant must consult with all residents likely to be affected and supply Council with evidence and results of the consultation.

  9. Approval, in this instance to be given by Council only, on receipt of a staff report.

  10. Any generator or associated equipment to be used must not create a nuisance to the amenity of the neighbourhood.

  11. Any noise generated by the filming and associated activities shall not give rise to an increase of 5dBA or more above the indoor background sound pressure level prior to 8.00pm or to any increase whatsoever above the indoor background sound pressure level thereafter until 8.00am the following day.

  12. Vehicles shall not be parked in Council's parks or reserves or upon grass verges and/or footpaths, without the prior written consent of the Council.

  13. No trees, shrubs or other vegetation being removed, lopped or damaged.

  14. The areas used shall be left clean, tidy and undamaged at the completion of filming.

  15. The applicant shall be responsible for the cost of the repair work and shall be carried out to the satisfaction of Council's Manager, Infrastructure.

  16. Payment, in advance, of the prescribed fee and any security deposit determined by Council against possible damage or breach of these conditions.

  17. Receipt by Group Manager - City Services, before commencement of filming, of acceptance of these conditions (and any special conditions) endorsed on one copy of the instrument of approval.

  18. Observance of any instruction given by a Police Officer or any authorised officer of the Council.

  19. Production of a copy of the instrument of approval bearing these conditions, on demand by the Police Officer, or any authorised officer of the Council.

  20. The applicant shall obtain any other necessary approvals required in regard to the event.

  21. The film credits shall acknowledge the use of the Parramatta area and cooperation of residents.
