Parramatta City Council has introduced paid parking in the Parramatta Central Business District, North Parramatta and Harris Park in November 2005. Council voted in July 2005 not to install parking meters in Granville or Epping. A decision about installing meters in Westmead was deferred for 12 months pending the outcome of a review of off street parking facilities in the area and a DIPNR transport study that is currently underway. In December 2005 Council voted to make a number of changes to the hours of operation of meters, including turning all meters off on Sundays and public holidays.
Parking meters help turn over parking more regularly, making it easier for visitors to find parking and encourage greater patronage in business districts. Parking meters are also needed in North Parramatta and Harris Park because of their proximity to the Parramatta CBD. Once meters are installed in the CBD, more people will try to park all day in nearby suburbs. What often happens at present is that people drive to North Parramatta or Harris Park, park their cars in front of businesses and homes, and then catch a train or bus to the city.
Paid parking is one element of a larger transport management plan for Parramatta. Council is also investigating a CBD shuttle bus, park & ride facilities, T-Way bus routes, upgrading its car parks and improving street signage.
Revenue from parking meters is reinvested back into the community via neighbour revitalisation projects, resources and infrastructure.
